 I am not sure we actually need an overall HP increase.
 Why am I saying that? I will try and explain.
 First, the HP increase is for survivability. So for the dev team to even think about this approach there has to be a great number of complains from the players.
 Second, the HP increase is only for player ships and not for npc ships. This must mean that the most complains has been from mission runners and from tankers tanking asteroid belt spawns.
 Third, since this HP increase is going to be on a ship by ship basis and not by race basis (yes the test change is by race basis I know), that must mean that the goal is to not unbalance current PvP power. Only make PvP battles last a little longer.

 I currently fly a shield tanked Caldari Battlecruiser and I am very happy about its ability to do just that. Would I be happy if I got more HP on my ship? Of course I would. Would I be unhappy if I did not get more HP? No I would not. Missions have been more deadly since Exodus, but that was part of the goal and I welcome that. Deadspace missions got to deadly, yes I agree. But that was not because there where more damage dealt, it was because the player did not have the ability to control the range like before (no MWD). Deadspace missions have been a lot easier since that last patch with better AB and nerfed rouge drones.

 One approach is more HP, yes but not necessary the best one.
 Another approach is skills and mods. This approach appeals a lot more to me, since it leaves the specialization to the player and since most of the deadlier weapons demands a lot of skill training then so should the most powerful protection be. What mods and skills am I talking about?
 Since I am a Caldari pilot I can come up with a couple of ideas that suits Caldari, but similar things must be missing for other races.

 Ship Equipment:
 - Some form of resistance/protection against Capacitor Disruptors would be nice.
 - Capacitor Flux Coil II, please release the blueprints. If they are already released then I hope the player(s) that got them read this. We need these mods to be on the market, please. For a shield tanking setup this is the only way of increasing the tanking time with low slots.
 - Armor Hardeners, both T1 and T2 currently have same stats.
 - Armor Plates T2
 - Damage Control II, do they exist on market already?
 - Hull Upgrades T2, do they exist on market already?
 - Shield Boost Amplifiers T2, this must be the most wanted future mod for all shield tankers.
 - Shield Hardeners T2, please make the T2 variant more than 2.5% better than the T1.
 - Armor Repairer Optimizer?, like the Shield Boost Amplifier but for Armor instead. I think the Armor tankers prefer 30% better speed though than amount repaired for T1 variant.

 Advanced Energy Management, further bonus to capacitor capacity.
 Advanced Shield Management, further bonus to shield capacity.
 Advanced Mechanic, further bonus to hull hp.
 Advanced Hull Upgrades, further bonus to armor hp.
