Hi, I was doing some recon in a certain low sec area. I ended up coming upon quite a few offline low sec POS (large, medium, and small), mostly belonging to a dead alliance/ one man corp with the tower and offensive / defensive modules anchored around. Do you become an outlaw when sieging a low sec POS and take security status loss on a 15 min or per action basis? I was curious as to why the tower hadn't have been popped and the modules scooped up by the attackers or the owner of the tower. I checked back the past couple days at different times with no change in their status or module count, so it seems like they are out of fuel or been out of reinforced for a while.
Thanks in advance for any input on this issue.

If you're not at war, you take a hit for going flashy on them. You then take a hit for each module or structure destroyed.
But, it sounds like you found someone that isn't playing, just war dec his corp and you should be ok. Of course, make sure it's even worth the risk or annoyance.

Thank you for the post was have trouble finding the info, very solid advice. Certainly adds a certain unexpected dynamic to low sec life.

So the security status hit is due linked to the destruction of a module or structure and isn't re-incurred over time or for aggression. So you take a small hit for the tower and pack in all the guns / modules (if you don't go with the war route).

You'll get a hit for shooting every module, and you'll get a hit for destroying every module. As long as you don't take breaks while shooting the tower you wont receive multiple starting aggression hits.
