I don't know what you're smoking, dude. I've got my Cyclone fitted with 720s and shield tanked, running level 3 agent missions. It totally owns.
I also killed one someone we were at war with, who was in a 100mn AB + 10mn MWD Thorax (pre-AB nerf) with this ship.

Med sheild booster II + 2xshield amplifier I + cap recharger 1 (or better)
Yes, 2x shield amplifiers 1's, as it will for a given amount of cap, make up for the cap loss vs. fitting other cap, and give more HP quickly to shields if you need it.

No offence but that is NOT a tanked shield in any way, you have 0% EM Resistance and very low Thermal resistance. Any decent offensive ship would rip through your shields in a couple of volleys and your one shield booster would never hope to keep up.

it kinda depends though dunnit. If i'm fighting a Caracal spewing out kinetic missiles then i'd rather have an amp than an em hardner.

They don't expect you too. Minmatar ships are supposed to be the fast agile ships, but you are suppose to choose from shield or armor tanking. You don't really have enough slots to do either one as effective as another race. In addition, if you really want to shield tank it you will prolly have to sacrifice the AB or MWD, and forget about EW. If you really want to armor tank it you can forget about dmg mods and you will prolly have power problems.
I do think that this can be fixed simply by making armor hardners mid slots, and shield hardners low slots, or at least it would be interesting to try.

Id love to be a fast running hitter. It would make us truly different, apart from what seems to be now, a bit of everything and master of nothing. Which, considering you can fly any ship with the right skills, means people will just switch to the race which does the best job.
Give us a nice speed increase, and let our weapons hit at such a high speed. About the only weapon i can hit with at high speeds is the 125mm autocannon, and have you seen that thing chew thru ammo and do not alot of damage and miss while its doing it?
Not winging, just pointing out the flaws, if CCP want us to be a fast hard hitting race, by all means make it so. -

Even worse for us, Megathrons and Thoraxs are suppose to get in quick and hit hard. Thoraxs even have a bonus so they have less of cap penalty for mounting a MWD, I think on my Thorax it's like 10% now.
Personally, I would have loved to see the Minmatars get the EW ships and the Caldari stick with the missle boats, but it's a little late to change that.

Basically The cyclone IMO is like the Tempest in that it just happens to have its strengths in the most broken parts of the game - Projectils and Shield Tanking.

I believe the way forward maybe not to give the matar ships there defence but to give them more speed so that their speed advantage has similar effect that it has on frig class ships.
