Nope
We hashed that out quite thoroughly in the lead up to the NPC corp tax when all the gankbears thought it would get them more victims.
On the original topic.
Don't engage them on the station, Add their RR to your contacts so you know who they are and where they are at.
If you do decide to engage them on station have some heavy dps docked up and ready to go. Have ECM ships prepped to jam their RR when it goes blinky. Set out bait (something with a huge tank (preferably supported by your own Neutral RR)
When the aggress point their DPS ships and overheat everything and burn them down. When their RR goes blinky jam and neut them off the field. Keep your DPS focused on the primary (you'll have less than a minute to melt it before it de-agresses).
If you've got enough dps and are lucky or they are stupid you will pop them. Be ready to lock and scram their pod as the ship is going down in case they are still trying to spam dock instead of trying to warp to a celestial and you'll get their pod too.
The above would take a pretty serious force to pull off which you most likely don't have or they'd never have decced you in the first place.
Your best bet is to ignore them on the stations. Just use good insta and spread some ships around different stations so they can't camp you in. If you want to bloody them bait them into a mission. Or worst case just deny them any fun and kill mails.
The trick is to not fight them on terms that are favorable to them. If you use insta's and avoid engaging them on stations, eventually they'll either get bored and go look for their fun elsewhere or frustration will make them take greater risks upon which you can capitalize.

Best way is t just ignore them. Atleast untill they figure out how to make neutral RR a concordable offence. I would love that no more 3 man crack teams running with 50 remote reppers.

if they are off the station, put a cloaky out there to catch them when they start RRing, if they are on the station, jam them with a falcon or 6. (you might also trying jamming everything, at least you won't die.)
