I'm thinking of putting in the time to get decent scan abilities for finding gravimetric mining sites. What's a good 'initial' target for skills? And should I be looking at covert ops right away even if the initial setup is going to be for hisec?

Going for cov ops right away - Yes, imo I would get asap. It will open more exploration opportunities to you, even in high sec (wh's etc). Plus they are fun to fly :)
As far as skills, I generally get astormetrics four and get the supports to at least 3/4 (rangefinding, pinpointing, acquisition). That should get you started. If you have the extra cash a sisters probe launcher and sisters probes will help you greatly.

covops is worth it for highsec scanning but:
1: You might want to put in some time in a t1 to see if you like scanning. Mind that some sites will be very hard/virtually impossible at low skills in t1 frig.
2: Realize that grav sites are not very common. If scanning is going to be worth your time, be ready to exploit the radar sites at least- and ideally the good combat sites (that means hacking and salvage skills, and a ok combat ship)

What medea said. get the basic probing skills up to iii or so and see how you like it. It's not for everyone. If not, they will still be usefull occasionally.

As a fellow n00b that is concentrating at least a bit on discovery and scanning, I can tell you that...
HiSec Gravimetric sites pretty much suck... Using the Du Annes system as an example, the same ore is available in the belts that shows up in the grav site.
Character skills aside, you may also want to work on your technique. I have found that the scanning technique mention at the battleclinic wormhole guide works best for me even though I am not normally looking for wormholes. I use my race scanning ship (imicus) sister core scanners and 2 of the scan strength rigs and can scan stuff down pretty quickly while I get my skills trained up. So far my best find was a hacking site with some very nice loot in a .9 system. Also consider keeping your combat ships and scanning ships separate. I would never consider taking my imicus into a scanned combat site...

There are maybe 1 in 5 systems grav sites in hisec. Mostly Omber, Kernite, and Jaspet, with a few Hedbergite and Hemorphite.
You don't need Covert Ops, but it does make it easier. Just using a T1 probing frigate with 2x Gravity Capacitor Rigs and 4x Sister's scan probes is more than adequate for finding them.
