Objectives of the solo boat ->
Be able to Rat whenever possible.
Be able to defend self from a small-ish threat at a moment's notice. Via whatever way possible.
If it can do the ^ then it can kill Haulers/Logistic ships pretty easily too then.
Knowing my play style, if I'm solo, I generally am very confident in the ship I'm flying. Nowadays that would normally be a Jaguar or Hurricane as I have the most solo experience in either of the two. They used to be cheap throw-away ships but with the increase price of Gisti B type small shield boosters.. my Jaguar is now worth more than my Hurricane if I recall correctly.
With that being said, I am very confident in the "Paper stats" of all the ships I can fly. 32million sp and can fly Amarr/Minmatar HACS/Recons/Assault Frigates/Interceptors etc etc very well. I can fly Minmatar in my sleep while being poked by ten 5 year olds. Amarr... I am not as confident about but do have al the support skills more or less maxed out, primarily due to Minmatar.
The target region is Providence. Already know that Amarr ships will have the easiest time ratting there. Harbinger/Curse/Pilgrim/Zealot are my first choices. However, I can't say I like the idea of not being able to cloak in 0.0. Was looking at the Zealot and the Harbinger and finally decided to go with the Harbinger. Although mobility is nice.. I just have this funny feeling that I will survive a lot longer in the Harby.

Am I doing it right or wrong? Advice and/or other feedback welcomed.

A t3 is your best bet, but if you got decent drone skills and want something a bit cheaper a pilgrim with t2 hammerheads will work too. Wont kill as quickly but good for people on a budget.

I don't know how important killing incredibly quickly is in terms of if I want to quickly gank an industrial or two is. 4Mill Sp in drones with pretty much all the support skills at lvl 4 and 5. I'm assuming that is a decent amount?
Guess I'll set my sights on the Legion and then the Loki .

The thing about the Legion is if you use the cloaky subsystem its DPS really isnt anything special, it puts it on par with the Pilgrim but without the benefit of draining the target dry and its tough to get full tackle gear and remain cap stable and keep a nice tank. In short its a pain to fit
And swappin subsystems every time you see a target isnt exactly an option in hostile 0.0 either.
I love Legion, and its versatile as hell, but flying it around without a cloak is an expensive suicide and flying it with a cloak gimps its PvP and ratting ability to the point you may aswell be flying a Recon which is a fraction of the cost/risk.
On the other hand you have a Pilgrim, its a great 0.0 ratter, but to attack anything with it you basically have to be within web range to make use of the neuts and to web/scram target. So its not the fastest killer in the world and every time you decloak to attack its a risk.
No idea about the Loki tbh, but so far I'm thinkin Pilgrims the best bet of flying around a cloaky PvP capable ship that can also rat. Also the fact Pilgrim and Legion dont use ammo charges is also handy as hell, drones and crystals can last weeks.
Bomber might work too, not the best ratter but v turret rats you can speed tank and pop'em eventually, but you'll fly through ammo. -----------------

This is one of my Loki setups, I think someone posted the same thing on battleclinic somewhere. When I lived in Prov I had a vagabond setup the same way and it was able to rat just fine.

If you're going for a Legion, and want it unscannable, just make sure you have a Dissolution Sequencer and 3x ECCMs and you should be good to go.

Have you thought about a Stealth Bomber, they can speed tank battleships and can warp out and cloak much quicker then a cruiser if Loacl spikes.
Its risky but a cheap way to do it and stay allive(watch out for frigates).

skill for a ishtar/gila, excellent ratter even with pvp fit and can stay out forever since you wont use any ammo

A Pilgrim can be very effective for this. It can effectively rat in a pvp fit and warps cloaked.

cloak/mwd Ishtar. Lacks the cloaked warping, gains more dps and dronespace.

Also echoing Gila/Ishtar, although Gila might attract more attention due to being faction. Even if it's worth the same as a HAC. _____

Personally I would go Legion although DPS is utter pants This I EFT'd so I'm not certain its right no doubt you can change subs maybe someone else can come up with better.
That being said I fly Legion , Proteus and Tengu. My suggestion to you is train Proteus its by far the best dps depending what you want to set it up to do. I would also use the covert high sub so you can at least warp cloaked which will allow you to get close to haulers etc, and allow you to cloak up and hide if needed
My skills on Legion give basic 237 dps truly pathetic 277 tank enough for ratting cap stable
Similar setup with Proteus gives me 1 less mid + 1 low 432 dps and 282 tank

I use a Deimos for ratting PVP in 0.0 With a proto cloak and a scram, and 5 vespa EC600 Big disadvantage, it eats alot of ammo. But I usually roam for a few hours then redock

You should check out the Omen Navy Issue. Great DPS from Pulses, utility highslot for a cloak, 5x Warrior IIs. 7 lows for a good tank, too!

First off... Loki>Legion at pretty much everything
Secondly, this is a slight variation on the Loki fit posted before. It shouldn't have a problem tanking/killing providence belt rats, but I'd stay away from sanctums and havens and such. It's a bit better than the one posted before for your purposes because it can covert cloak (meaning you can afk or travel around with relative impunity), but is still mean looking for ganking haulers and other stuff. It could even snag a few ratters fairly easily. You will have to come back to empire, find an NPC station to dock at in Curse/Stain, or have an alt in a blockade runner to drop ammo off for you (big disadvantage to drone boats like the pilgrim). Also, I don't fly minnie so if it is failfit fix it. I'd personally prefer my cloaky nullified Tengu for the better range and damage type flexibility, but whatever.

Why not a Vagabond? It's got fantastic EM resists and it is plenty fast enough to GTFO. With 220s and a medium neutral in the utility high you can fry ceptors if they tackle you as you're burning away from a gatecamp. -- Killed me? Read about it in my blog! Northern Lights: Solo PVP in EVE Online

All you need to rat safely
1. Local open 2. Safespot you are aligned to 3. Cloak
I'd pick a slow time and/or scout your way past camps/chokeholds and just use any T1 ship w/ an MWD and a cloak. except for the fact that AC eat ammo like peanuts and tjis isnt very good for prolonged stay as the OP ask.
yeah the vaga is fast and can go back pick more ammo but its not invulnerable a good camp will catch it
