Speed tanking and frigates go hand in hand, if your not attempting a speed tank (ab or mwd) you need to seriously reconsider your fit. If you are asking about pvp that is, pve i wouldn't know.
The fact of the matter is that frigates are throw away ships in pvp and speed tanking is the most viable option for survival. Gallente or not frigates run the same path, they can run a decent amount of dps and can equip valued tackling mods without much loss. In small to large gangs tackle frigates are needed and all of them I've flown are speed tanked.

I want to start learning to PVP with this character and have been training my frigate support skills and have been looking at more or less cookie cutter Rifter (active tank) and Incursus setups as cheap ships to lose and learn in (i.e. get pwned in the face a lot).
I've also been wondering whether it's worth dropping a low slot module, e.g. the repper, in favour of a speed module? A nano would give me around an extra 100m/s with my AB on. Is the extra speed worth the sacrifice in tank in a boat that's paper thin anyway?

gallente t1's are sad, t2's are great.. but minmatar is better because blasters are the sux and autocannons are teh pwn. also, their ships are much better in almost every aspect. infact, most gallente pilots without heavy drone specialization (ie, t2 ogre blasterthron) will cross train to minmatar for ease of pvp. if you already have 20m in drones, might as well stick with gallente... but if you dont... i actually fly amarr |

Edited by: Taudia on 12/08/2010 01:16:01 Speed tanking a ship of your own size is pretty futile but larger ships sure. This is because of turret/missile mechanics mostly. That said, I find that speed mods are bad for frigates you plan to go close with - that is, i would normally only use a speed mod to bolster a range tank, rather than a speed tank.
Thing is, once you are within 10km either your opponent is your size or smaller, which means they will usually be able to track you and their missiles will deal damage (not applicable to rockets), or larger than you which means you will probably be dealing with webs and/or neuts. This means that you cannot rely on you speed to negate all of the damage in close range and you need some brute force tanking to make it through the fight, though an AB is still a massive help of course.
If you are relying on range however, it's a bit more complex. You will need to fit heavily for speed and for speed negation. For instance, if you want to kill a rifter using purely range tank you need to 1) deal damage outside the rifters likely effective range and 2) make sure that the rifter cannot close range, either by use of heavy speed boosting of your own, or anti-speed mods like scramblers and webbifiers or (usually) both. Regardless of what you do, expect to have to take some hits - going all out speed and expecting to take anything out on your own is not realistic.
If you are really set on using speed to your advantage, you could look into tracking disruptors which imo works well on frigs.
