I have 5 mill in sp lots of Drone sp and electronic sp and spaceship command sp. I thought that using an arbitrator fit like a really weak curse would help me do some solo pvp without getting ganked all the time but this ship and fit doesnt seem to be working and im out of ideas. Anybody willing to help me out?

With 5mil sp, nothing you fly is going to be great.
If you're getting ganked at gates and the like you need to learn to scan, bookmark, and avoid obvious traps.
TLDR: The ship isn't the problem.

IMO the small nos/neuts and the web are contributing very little, and forcing you in close to your target (into every1 else's web/scrams etc.) I'd suggest making use of the full range of that warp disruptor; fit for speed and buffer (possibly drop the 1600 plate) and orbit at 20-24km leaving your drones to do the work. Swap web for tracking disruptor. Rigs are also slowing you down.

^^ This.
You must understand; no matter how many Skill Points you have or how well put together you ship is, none of it will count for anything if you can't properly assess your surroundings and the capabilities of both your ship and the enemy ship(s).
There was a guy who posted a question a couple months ago. He was complaining about how he had perfect gunnery skills, was flying a Zealot (T2 cruiser), and yet he could not hit a Rifter (T1 Frigate). Long story, short; he lost to the frigate and couldn't comprehend how something so expensive could die to a supposedly "inferior" ship. He raged and raged despite the advice that was given to him. Then it came out that he had apparently "just trained" for a couple months (i.e. he didn't play and "learn") until he could use the supposedly "better" ships. As a result, he had no idea how to assess a situation and know when he was outmatched. _______________________

Your standard 1600 plate Arby. You fly it like a Pilgrim. If you want to not worry about cap stability drop the injector for a web. Lack of range onthe neuts means you cannot fly it like a Curse. You can do a very cheap Meta 1-2 version of this to practice with for under 8Mil last time I checked. It is not a big loss if you do lose it and it can take out a surprising number of ships. You lack the cloak /probe of the PIlgrim but this makes for a solid fighting ship. I love the Arby.

The OP's fit isn't bad at all. Drop the Nos for another Neut - you don't want to ever *have* to use these modules, but if you get tackled by a small fast ship you want as much neuting power as possible to get him off. Drop the cap recharger for a tracking disruptor - load both scripts in your cargo hard and start learning when to use each type.
Orbit at 20km and let your drones do the work - you can kill pretty much anything that's slower than you AND uses turrets with that fit. Stay away from bigger missile boats (Drakes especially) as they'll outlast you and keep hurting you no matter what you do. Against Gallente/Amarr/Minmatar cruisers you'll do fine, though Amarr might be able to out-damage you and Minmatar might be able to get in close despite your efforts. You might even be able to take a poorly skilled/fit Brutix - in fact I would bet on it with an optimal range script in the tracking disruptor. Pop drones, kill slowly.

Forum ate my post =/
In an attempt to combat "getting ganked all the time", you might want to consider a speed fit:
[Arbitrator, Arbi Solo T1] Damage Control I Energized Adaptive Nano Membrane I Nanofiber Internal Structure I Nanofiber Internal Structure I
Y-T8 Overcharged Hydrocarbon I Microwarpdrive Faint Warp Disruptor I DDO Photometry Tracking Disruptor I, Optimal Range Disruption DDO Photometry Tracking Disruptor I, Optimal Range Disruption
Medium 'Gremlin' Power Core Disruptor I 5W Infectious Power System Malfunction Medium Anode Pulse Particle Stream I, Xray S Medium Anode Pulse Particle Stream I, Xray S
Medium Polycarbon Engine Housing I Medium Polycarbon Engine Housing I Medium Tracking Diagnostic Subroutines I
Hammerhead II x5
Use the neuts if frigate hulls get close and the guns for shooting down orbiting drones. The speed of this fit should allow you to orbit nicely at 20km with the tracking disruptors hopefully shutting down turret ships, and should allow you to escape from unfavourable fights (unlike close-range fits). Burst the MWD only when really needed, and never get within 12km.
