Hi,
Im a newbie. I have no implants and was wondering if it would be worth getting some to increase my skill gains. I have 16 million ISK in the bank and about 2 million Veldspar Ive been mining.
Some of my training is going to take 29 days. Is it worth buying some implpants to try to increase my skill gains? What kinda should I buy? How much of an improvement can I expect?

yes they are worth it. play around in evemon to see what kind of gains you will see with different ones. Even a set of +1s makes a difference.

+3 all the time...
unless you have +4s or +5s instead.

Implants are basically a free lvl in the corresponding stat learning. ;) It's very good, you should always have at least +1 (that are really cheap) in your head. +2 Are not that much pricy too, but it's your choice. +3 are a bit much for you right now (12m each). For +4 you need cybernetics IV, for +1 - +3 cyber I is enough.
BTW: You can't remove implants without destroy them.
PROTIP: You don't need all stat implants. Plug the implants related to what you are training.

You want to also train the Learning skills to 3 or 4 too, in addition to getting whatever implants you can afford (Attribute implants, not skill implants). Usually +2 or +3 is what people go for.
The effect can be pretty big. The formula for skill training is, per minute, you train points = (Primary Attribute + Secondary/2), where the primary and secondary attributes are listed in the show info description of whatever the skill is that you're training.
So, let's say it's a skill that requires int and mem; if you raise your int and mem from 8 to +3 learning and +3 implant = 14, then you almost double the training speed.
On the other hand, if you've already trained the learning skills and you're just adding a +3 implant to increase your int from 16 to 19, then you only get a 19/16=1.1875 18.75% boost to speed. Which is still nice, 18% of 29 days = you save 5 days (it takes 24 days instead of 29 days).

Skilltraining speed is the one and only bottleneck in EVE. Making money to buy ships and modules isn't very hard, you'll see that if you play on a regular basis it's surprisingly easy to make that first billion, and the next. Whether it's by doing missions or mining.
Skilltraining speed though is the cap on your progression. It's something you can't influence by being smarter, investing time and effort, learning about the game and its mechanics.
When you start playing everything seems to go quite fast because you train at double speed until you have 1.6 million SP. Next to that most skills you train are Rank 1 or Rank 2. Soon though you'll encounter Rank 4-8 skills that take 4-8 times as long to train as Rank 1 skills and on top of that your speed is halved after the initial 1.6 million SP. Lots of ships require you to have Level 5 of a certain skill and they may take weeks to train. Download EVEmon and see how much time skills will require.
So I'd advise you not to underestimate the effect of attributes: learning skills and implants. I think most people will agree that getting your learning skills to 4/3 and getting +3 implants is a good start so your progression won't slow down to a crawl.

How much your implnat gives you depends heavily from your attributes with the skill in question. Usually implants give you a benefit between a few hours or several days, in my case as much as 6 days from logistics V for example. In your case a bump in individual skill might be just a few hours but even those few hours pile up to form a substantial time saver.
