I have been killing rats and clearing out complexes for some time now and have noticed only small gains in sec status.
I was curious as to which npc/rat gives the highest possible sec status gain in the game?
Is there a place I can go to search npc by sec status gain as a filter?

A good rule of thumb is the bigger the bounty on a rat the better the security status gain will be. So look for big ships like battleships and commander type rats. Just keep in mind that the security status gain is handed out every 15 minutes and is based on the biggest accomplishment in that 15 minute period. So if you kill 1 guy worth 0.5% gain or 200 guys worth 0.5% gain in 15 minutes you will only get a 0.5% gain.
Remember it isn't linear. So the higher your sec status the less gains you will get. You can read this EVElopedia article about getting above 5.0 security status: http://wiki.eveonline.com/en/wiki/Security_status

I see so gaining sec status is not at all easy as it gets harder the more you gain.
So if I find a group of rats each worth .5% gain, I should kill 1 and then wait 15 mins. Then come back and kill another because I will gain more sec status killing them 1 by one per cycle then I would killing them all at once.
That seems ideal if your goal is to discourage actions that result in lose of sec status.

Is this true? Could I hypothetically have a sec status of 10?

Well... gaining sec status isn't HARD per se... more of a pain in the ass tbh. PROTIP: you don't need to wait 15 minutes to kill another rat and gain more sec status. Just do a "session change" (i.e. dock in station, jump to another system, etc). Doing so resets your aggression counter against NPCs.
What many of us do for sec status (especially those of us who like to walk the grey area between good and evil) is rat in null sec. We basically kill one battleship rat, jump to the next system, rinse and repeat. Do it for long enough (i.e. several hours) and your sec-status will be MUCH higher than it was before.
As far as how high it can go... back in the old days it was possible to get a sec-status of positive 10. However, now the limit is positive 5. Not sure what the specific reason was for the change, but I'd be willing to venture a guess or two... _______________________

If that is indeed the case then the wiki needs to be edited to reflect that.
It currently sates that you can go above 5+ sec status by killing special rats. I would still like to know which rat offers the absolute highest sec gain.

Just a few side notes:
You get sec status from NPC's who are from the five major pirate factions, only. Mission NPC's like EOM & Mercs will not net you any sec status. Also this 15 minute timer is based out of each system so you can kill a BS then jump to the next system and kill another BS kill for roughly 1.5->2.0 sec status increase in each system.
Last note: Faction spawns gives a much bigger sec status then regular rats. A Dread Guristas Usurper (Worth well above 10m ISK net's you about 5.0, if I remember correctly.)
Sorry if this was already mentioned above, I merely skipped through it a little quick.
