I've often wondered why people would do this, assuming they do. I make a lot of t2 mods across 3 different chars, it's my primary income source. But I just sell em all in trade hubs via a trade alt at sell order prices, and have never had an issue moving them as fast as I can make them.
If you are buying in bulk, I can only assume it's to supply a nullsec market. Couple reasons:
Bulk can be much more than you may be thinking. This person may be buying 1000+ of a module and moving them. To sell over 1000 of a tech 2 item (not ammo lol) in Jita is no simple task, it requires a lot of market involvment.
The buyer may be willing to work out a deal where he picks them up from 0.0, so the supplier isn't having to haul them.
The supplier may not want to be active in the market, and instead find someone to just sell all to. Lets say someone is directly making a massive amount of tech 2 armor hardeners out in Deklein in his three POS. He is making enough product to more than pay for his fuel, and can afford to just let someone buy it all at once instead of messing with hauling it to empire and babying the sell orders.
It can work, but you are correct that you could always just sell for a solid price to the buy orders. There's some logic to it if it's a committment both ways - i.e. the buyer commits to x number of items every x days. It means production is spoken for and I don't have to go through the trade process.
But a volume discount without some sort of volume committment makes no sense to me at all. The business of EVE is business!
