Train your learning skills to lvl 5 and then the x3 learning skills to lvl 4.. On a new account it took me like 1 month to do.
It depends on how long you're going to play.
Doing the math: It takes ~633,000 SP to train Clarity V which gives +1 to Perception. If you have Learning at V it adds 10% so it actually gives +1.1 to Perception. This will add 66 SP/hour to skills that have perception as primary attribute, that's 1,584 SP/day. That means that you have to train such skills for 633,000/1,584=399 days before it pays back, so that's 1 year and 1 month.
So if you're a combat focused player it will probably pay off after 1.5 to 2 years. Everything after that is pure profit. If you're an industrial character the same story applies for Logic V. If you're going to play for a lot longer than that, training other Rank 3 learning skills to V will also pay itself back.
So you either didn't do the math or you're not planning to stay around for more than 2 years.

Firstly, sitting in station is your choice. However, a few things to consider: implants and learning skills have different impacts on your speed. Therefore your payoff time is slowed because you diluted the edge of the skills by using implants (this is good but looks bad). You can tweak your plan by delaying some of the learning skills until after you remap perc/will.

training the skills to 5/4 is enough and dont take months like you said. training skills to 5/5 is a CHOICE like any other skill. if you dont want 5/5 then dont train it but please stop posting your BS
EvE is all about risk vs reward and learning skills are a part of that, do you take the risk ( not really a risk but you get the point ) of spening time getting them skills to level 5 for the reward later on ??
remember its a choice you dont HAVE to do it. infact for 3 years i didnt and im doing fine
i really hope CCP keeps the learning skills in to be honest. as for the most part it keeps out the " l33t " kids and the morons. but im guessing some slip through the net......

if you check the attributes of any skill the training time is modified by two attributes ( a primary and secondary).
when training any skill from level 4 to level 5, I noticed a training time reduction of about 2.5h per level of training multiplier if you have trained your primary attribute to +1 before.
for example if I train my primary attribute to +1 for battlecruisers (6x multiplier) before training battlecruisers from level 4 to 5, then I win 2.5 x 6 = 15h
this may not seem that much, but one day you'll reach the break-even point. After that having trained your attribute to +1 = win
basically what everyone should do from the start is train the 1x learning skills to level 4 and the 3x skills to level 3 this will save you a lot of training time on the other skills.
after you can train some other basic skills.
second step raise your learning skills to 5 for the 1x and level 4 for the 3x it doesn't take that long.
after this point you can train other necessary non-learning skills as you like it.
at this moment I bite trough the sour apple and train my 3x learning skills from level 4 to 5 which will take me +-60 days (over half way now )but I assume every 'old' player has his learning skills all maxed ftw

When Tippia told you wrong, you call trolling?! Be aware that everybody who is spinning his ship in station for three months while skilling the learning skills will be called an IDIOT from the whole community. Even from those who want the removal of learning skills btw.
