Ships like these send off ECM which can be really annoying sometimes. Which ECCM do i have to use to counter it? Do all caldari "NPC Pirates" use the same kind of ECM?

Sadly, NPC jamming ignores a player's sensor strength, working at a flat chance to jam, so using ECCM is pointless. Anybody who swears they have better results with ECCM are just a victim of confirmation bias.
Also, for regular ECCM use (that is, against enemy player-flown ECM-using ships), you don't use ECCM that counters specific enemy ECM, you use the ECCM which boosts your own type of sensors... so depending on ship you're flying, you will use different ECCMs against the exact same ECM opponent.

Akita, have you seen the thread where people tested ECCM with npc jamming and found results that go against the thought (and dev comments) that sensor strength does not affect it? I am curious because you are usually right but that thread had pretty convincing numbers (for me at least).

Hmm, those numbers DO look relatively convincing at first sight. Could be that they "stealth-fixed" it, and actual sensor strength does matter now.

well what i just did was use a mag eccm on my hulk and a guristas despoiler still jammed me so :(

Jamming is chance based, so while it doesn't offer you 100% protection at any time, it just increases the chance of you not being jammed.
