I decided to research the large tower bpo I have from ME 0 to ME 1:
The highest individual component quantity at ME 0 is 32.
After researching it up to ME1 Nothing changed!
I would reasonable expect at least a little drop in quantities needed, yes?
Wondering if there is a bpo bug with the new BPOs?

Working as intended. All materials from POS structures are not subject to waste.
Although this could change again. But until then your research was lost time.

All materials used in starbase or sovereignty structures have all of their materials used listed in the 'extra materials' category. On the plus side, this category does not ever have any waste at all (so your bpo is already at perfect efficiency at me0). Unfortunately, this also means your me research changes nothing at all about the manufacturing properties of the bpo.
It is frustrating for the bpo itself to carry absolutely NO information as to how much of the material is extra and how much is raw. The only in game way to find out is to look at the work order summary when you attemp to build one. It will list all parts and segregate them as raw or extra.
A traditional and illustrative (although somewhat bizarre) example to look at from here are bomb blueprints. Bombs would be incredible for mineral compression if it weren't for the fact that nearly all of the 20k m3 worth of minerals wasn't in the 'extra materials' category (extra materials are not recovered upon reprocessing -- although some weird stuff happens with the base items of tech 2 reprocessing...that's getting way off topic though).

One can still do PE research. It saves a max of 4h 48m hours on a tower (24h / 1.25 = 19h 12m before Industry skill is applied).

Aside from the reprocessing apocalypse mess from late May / early June, is there a legitimate reason that the PI building materials are considered "extra" and thus material efficiency (ME) research returns no results on tower BPOs?
Considering the fairly substantial material investment(*) to build a tower, it seems natural that value-add ME research would be associated with these BPOs.
Speculatively, I wonder if CCP will follow through with their stated intention to mature PI with the continued allocation of personnel to the project. If so, I submit that ME research be rendered possible on the larger PI-based BPOs such as towers and Sovereignty structures.
(*) - yeah, I know that investment values / sizes in EVE are all a matter of perspective. One pilot's life savings might be another's GTC sales proceeds.
