Amarr are only good versus the types of enemies you encounter in Amarr space, this is to say don't fly an Amarr ship while missioning for Caldari. This has to do with damage types but for now don't worry about the details and just remember to mission in Amarr space.
The best order of ships imo would be:
Level 1 - Punisher Level 2 - Arbitrator Level 3 - Harbinger Level 4 - Abaddon
The Amarr are the second longest train times to fly well (with Minmatar generally being the longest). That being said Amarr ships clear Amarr missions faster than any race, and Amarr missions are the best ISK/Hour in High Sec.
For your punisher, start working on basic gunnery skills. Use an Afterburner and pulse lasers. Carry around Multifrequency, Standard, and Radio ammo and learn how to switch ammo based on the distance of the enemies. This is one of the Amarr's greatest strengths, being able to adjust ammo on the fly to change there range. These crystals never run out (until you get tech 2/faction ammo later on), so one set of each is enough. While working on level 1's start to train up your drone skills and fitting skills.
For you arbitrator you need drone skills. This boat is the win for level 2s and will have no trouble clearing any of them. Make sure to get tech 2 drones and drone interfacing III or IV, and start working on solid armor tanking skills like hull upgrades V, armor repair systems IV, and cap skills like Energy Management.
The Harbinger is one of the Amarr's best ships, and is great for level 3's. You'll want Engineering IV and Electronics IV at least and be able to start using tech 2 armor mods to handle the increasing damage of higher missions. At this point beams win out for the added range because your drones can kill the small stuff and your beams can kill the big stuff. Works great.
The Abaddon is your goal to flying level 4's. It can field a massive tank and massive dps but is very skill intensive. Big beam lasers, a full drone bay, and a massive tank are what you want.
Tips: Use Armor Hardeners for EM and Thermal Damage. Standard ammo uses very little capacitor. Drones are essential, get them asap. Faction armor hardeners are pretty cheap and don't require hull upgrades V (a 15+ day train usually).
The next step after an Abaddon is a Nightmare or a Paladin. Those are literally some of the best mission ships in the entire game (for Amarr missions)
