The settings on each POS module are:
Config Manager - If your POS module is set to this, only people with the Starbase Config role can use it. People with that role can also change any of the settings.
Caretaker - If the post module is set to require this setting, only people with the Starbase fuel technician can use it, people with this role can also do the things mentioned in the above post.
Corporation - If set to this no special roles are required to use the POS for corp members (ie set a ship maintenance array to this and ANY corp member can access it).
Alliance, as above but for alliance members (note that they can't access anything that requires use of corp hangars at the POS.
For factories etc, you still require the same roles as you would for non-POS factories.

hi cat here
if this is true then i can only think it is good news! i was a starbase caretaker for a lil while and it just involved mending the occasional fuel hopper, waxing the floor and sometimes putting pink sawdust on piles of vomit lol 
it wasnt very well paid either.
