It's like this: the cargo scanner scans 2 layers deep. First layer is the cargo hold (duh), second layer is any container inside that cargo hold. A courier package is one container. So if you courier (in one contract) 1 GSC with stuff in it, plus 2 Afterburner Is, the scan will show 1 GSC and 2 AB Is.
The Orca's corp hangar is exempt from being scanned because, well, it's a hangar and not a cargo hold. You can't scan a hangar at a POS either.

This. To be on the safe side, I just tested it.
A mindful ganker will of course still notice that something is odd there, because a GSC shows up on scan - while otherwise it would not.

Interesting, would an unassembled GSC show up? Or a smaller secure container that is unassembled inside a GSC?
Mindgames indeed; contracting assembled GSCs, is that high collateral because of what's inside the GSCs, or outside the station?

It would show the GSC + the gear ... giving the idea its just a regular GSC that is actually filled :) -----

That's what Ifly explained and I confirmed. It will only give the idea of a filled container to the guys that don't know that a used container would not show up at all.
(Still need to test the thing with the unassembled cans.)

Alright, tested and I can say 2 things: - Containers cannot be placed inside containers, not even if they're unassembled. - Unassembled containers also don't show up on scan.

Here is an additional consideration. Items inside a container are treated as a "Stack" and have the same chance of dropping as any other item of cargo. Not sure of the exact numbers but a cursory review of killmails leads me to believe somewhrere around 40-50% chance that an item of cargo will drop. That chance of drop must figure into the suicide gankers calculation.
If the contents of a container are unknown, why sacrifice 20 battlships for unknown profit. Even the assumption of value may be invalid. As a professional hauler, I ALWAYS "double wrap" anything I am asked to haul. It does not matter if it is trit, hulks or PLEXes. I just do not like folks prying into my buisiness. Better to gank someone when the entire calculation can be evaluated.

personally i think anyone NOT part of the local militia should get flagged for using cargo scanners..(a hostile act when used by ppl with ill intent)............... but to avoid exploitation of local militia doing it only allow miltia do it in low sec without getting a sec hit SIG: if my message has spelling errors its cos i fail at typing properly :P |

So, what would a scanner think if I double wrap <valuable, small stuff> and put something worthless and < GSC max capacity out of the GSC? That the scanner sees what apparenly looks like a filled GSC but the filler "looks like" being the worthless item? - Auditing & consulting

As stated before, GSCs usually don't appear on the scanner at all. Be they empty, unassembled or filled, they just don't show. Only wrapped GSCs show up.

Do this:
*take items and make courier contract to self
*accept contract via your corp
*take package and make another courier contract to self with it
*accept contract via your corp.
You now have a contract package within a contract package.
Try scanning it and see what you get.

For the sake of completeness I also tried that. Made a courier contract and wrapped it into another courier contract, then scanned it. Since the scan looks different from the wrapped GSC scan, I also uploaded the image and put it into the main post.
I also added these notes:- You can not put any containers into other containers. Not even repacked ones.
- You can put a GSC into a contract, but you can not put that contract into a second contract.
- You can put a contract (of loose items) into a second contract, but you can not put that contract into a third one.
