I was told on steam by wolfduke that he could sell me a carrier pilot for 5.5bil he was my friends bud and he told me my friend was right next to him so i trusted him so i went out and bought myself 220$ worth of gtcs and sent to him. then my friend logged onto steam and i asked him about the order he didnt know what i was talking about. so i asked for the plexes back as i didnt want to buy my friends character without him knowing wolf had already spent and popped the gtcs.
(please don't criticize my stupidity i didn't know ccp offered safe transactions)

If you can get your chat logs and have some sort of way to prove you got suckered threw a character scam...maybe. If you are a newb you stand a better chance, after that they expect you should have learned

Try to petition it, I think it's an exploit to sell characters outside the selling thread. Get the chat logs and then send it in a petition explaining that you knew it was ok to sell characters, but did not understand the mechanics.
Also for appeances sake your an idiot for both the $220.oo and the scam.

i didnt use a site he was saying as soon as the account was reactivated he would transfer it over

So basically you sent isk to somebody without ever having any conversation at all with the person about the character transfer ingame or on the forums, and now you want the GMs to magically view your Steam conversation and give you your money back. Guess what the logs show.

well if op is a carebear missionrunner the logs will show whatever the pixels desire, on the other hand if dear friend is a pirate, the logs will be blank.

I give a whole-hearted 6/10 for generating so many serious responses. The 4 points lost were for lack of tears and rage (2 pts each).
But, if this happens to have actually happened, simply deposit 500m into my account and this will be dealt with.

Don't be so sure. GMs can and will go the extra mile for someone proven to be willing and able to spend $220 to buy plex all at once, regardless of whether it's deserved or not. This has been proven time and again in the past. They may not be able to view Stream conversation, but they will see the $220.
I'd say petition it, chances should be good.

The money you lost, $220.00 is called an idiot tax. You can't really call your cc 1-800 number and say that you never rec'd what you paid for because in fact, you did.
If I was a CCP GM I would also say so sorry, because if I didn't, pretty soon, I would have all these guys saying this guy just cheated me out of ?? months worth of plex cards or GTC's.
How you could ever be foolish enough to do all this out of the game is beyond me, but let me ask you this, have you ever wondered why the things that happen to stupid people always seem to happen to you?

One new-years I ate so many salty crackers, that I got a salt chock and threw up nonstop for days.

He refers to your friend and you don't first go to your friend to independently verify, where that other guy is not present in the conversation, to make sure this is a legitimate transaction?

I agree with Benny Broadband. You should never see that money back. Giving you the money back is the absolute worst that can happen to you because you will be made whole again without suffering more than a bit of anxiety. If you don't get the money back you will feel the sting of the loss for a very long time and it will make the lesson sink in a lot better. If you're made whole you're just going to assume that this will always happen and the next time someone with a good bull manure story comes along you're going to bite yet again because hey, nothing really bad happened the last time around, did it?
You lost by your own stupidity, you should suffer the loss and consider it the price of the lesson.
