I'm not even going to PRETEND I was there or know what happened. What I will say is that Fendor is a pretty stand-up guy. I highly doubt that he would tell you you can pass and then kill you. If you could supply a chat-log of that, you may make a believer out of me. I know I would never do such a thing.
I also know that people in NPC corps and 0.0 security ratings tend to be the unfortunate victims of ganks simply because they tend to be pirate alt spies. If you were in an alliance, trying to protect your territory or hold a gate, you'd understand. It's just easier not to take chances.
To be honest, I would favor giving them a warning and sending them on their way. However, current game mechanics just don't support that style of gameplay. In the time it would take you to hold them in place and convo them, they could get intel on your entire gang and relay it to HQ if they are a pirate alt. It's simply easier to blow them up and then say "sorry for the loss". This is the nature of EVE in its current incarnation. I was in an NPC corp once and lost my fair share of ships to this exact thing. Yeah, i used to get mad. I joined an alliance.
Oh, and by all means, hire TRS. I would look forward to an extended war with them. They're great fun to PvP with.

Its your money, but if you try to put 200M on the head of everyone who shoots noob corp shuttle pilots in 0.0, you're going to be iskless pretty quick. 95% of newbie corp pilots in 0.0 are alt spies. 4.99% are actual newbs who get a quick lesson then go home to get stronger. The rest is you.
It makes more sense to me though, that you are just posting with an alt that you went and got blown up so that you would have a plausable reason not to have to reveal your main's name to any merc corps.

I have a pretty good feeling this was a trick to make NORAD look bad since VIlli Vill has yet to contact me ingame. This whole thing about wanting to pay 200mil bounty for revenge for a shuttle destruction sounded strange anyway.
I would like to point out that Fendor Atar has my respect as an enemy and that he seems as a very nice guy.

lol you got exactly what you deserved. with all respect you are a carebear yes? you mine/refine/produce in empire so you are obviously not trained for PVP. what are you doing trespassing in their space? you deserved to get killed and regardless of it being whatever alliance, CEO of whatever corp, they dont deserve to get hunted down just for killing you. you shouldnt have been out of secure space in the first place if you werent prepared to fight or defend yourself or just have the balls to swallow your pride and take a loss.

Just because you chat to someone in local doesn't mean they won't shoot you. Fact of the matter is that alts in newbie corps are used to scout, and on top of that you were in a shuttle. ANYONE would have shot at you.
And then of course, there's the fact that whenever you go below 0.5 you accept the fact that you might get shot, and you deal with it. Dealing with it is exactly what you are doing, though I fail to see how the loss of a shuttle justifies paying a mercenary corp to declare on the people who shot you.
But hey, it's your money.

However I am not an alt, I am a pacifist.
I won't shoot at anyone, be they NPCs or players, however hiring other people to do so is no problem at all. I guess that makes me an alt since I don't settle my differences with a gun.

Well when i was norad... back in the day lol.... Or a few months ago, we were not aloud to kill newb corps in syndicate, as it is not CLAIMED as NORAD.... also... if we could they had to be super noob, and no long time newb corp person.
Norad and FA shoot other who are not newb's or enemys but anyone really they are pirates with that carebear image.
