PLEXes aren't F2P, though, since the account is still being paid for.
F2P only really involves the person playing the game. So yes buying plex with isk to extend your account is F2P as the person extending its account with plex didn't give ccp any money. The lazy **** who bought the plex and put in on the market gave ccp the money.
Call it what you will, its not free however you look at it
Even if you scam for it, you still work for it.

Or you don't know when to stop with pew-pew
Grind 15 hours a month to raise 600 every 2 for a gtc or do 2 hours of work every 3 months to pay $38.85.

But I'm having fun while earning those 600 mils, actually it's more fun than my rl job.
Oh, and I usually spend much less time than 15 hours a month for that.

Originally by: Tippia It may be free for you, but it's not free in the F2P sense. F2P means you can play without anyone paying for your account, usually because the company hopes you'll cough up some cash to pay for higher levels/better equipment/funnier dungeons/whatever. However, you can choose not to and just mill around and do sfa. It is really, actually, entirely free.
This is not the case with EVE and certainly not with PLEX ù unless your account is paid for (which makes it not "free"), you can't even log in, so it's not F2P.
In practice EVE isn't that different from a F2P MMO right now, except for the requirement that you do a minimal amount of moneymaking activities to keep you in PLEXes.
Player on F2P MMO=guy who subscribes using PLEX and has fewer resources Player on F2P MMO who spends RL cash on it=guy who sells GTCs for ISK.
The big change would be that new players wouldn't have to cough up for the activation fee plus the month or two it takes to become self sufficient enough to earn your monthly PLEX. But right now you can turn RL cash into practically any in-game advantage except skill points. So yeah I guess thats one thing they may change if they want an extra revenue stream.

Wrong. Buy GTCs/PLEXes for cash, sell them for ISK, go to Character Bazaar section of the forum and pick a nice characters with skills you like. You can get anything there - industrial characters, specialized PvP-ers, capital pilots or even Titan pilots.
