Other than Amarr, if we want to switch ammo we have to wate for 10 seconds. If we can train to reduce rate of fire, increase optimal range and accuracy, shouldnt we be able to train for that little extra time to grab that drone popping, different damage type, or long range ammo? Im thinking a 2 second reduction per level. what do you think?

Good idea, but too much reduction... 2%-10% (2% per lvl) for tech 1 skill.

minnis and caldaris get variable damage type (gal are just ****ed) do you propose a skill to allow amarr to vary their dmg type to keep balance ?

Yes excellent idea, but recomended reduction is too much(at level V you will be insta-reloading). 1.2 seconds will be sufficient that way at level V reload time will be 4 seconds instead of 10.

And what penalty do you propose that we apply to projectiles and missiles to account for them becoming best thing since bottled beer?
If anything then the hybrid revamp should contain some sort of 'laserfication' as they currently suffer from the same limited damage types and have long reloads on top .. partially mitigated by more drones than is healthy but still.

This will be exactly the same but for other 3 races. And CB is a musttrain for eveyrone but minmatar and missile *****s.

Exactly. It won't solve anything and it will force new players to train yet another dumb skill that everyone else have.

i like this idea but i am not going to mess with what i think is a fair ballance but i think its nessesary to be something varible between hybrid and projectile cuz projectile wepons have smaller ammo stowage for more frequent reloads and we dont want projectile wepons to benifit more than hybrid. but i think this would end the amarr band waggon and promote players to more evenly spread between the races rather than everyone having thier band wagon amarr toon for WTFPWN every other race as it currently stands

if you dont like reloading times, you should have skilled the amarr race. You still can.
