Anything pimp enough for people to get sloppy. I'd suggest a raven state issue, or even some simple faction bs in the right spot. If you have warp ins any simple 8 highslot bs will work, preferably a tier 1 one for cost.
Fitting should be somewhat obvious. Smartbombs, buffer, cap boosters.

geddon or phoon - t1 fit, mwd cap boosters buffer armor tank + few resist mods n dmge ctrl n smart bombs - on phoot i have t1 sentries n ecm drones in dronebay n rigs = trimarks...

is this a disco gang (aka ghetto doomsday), a highsec gank, or a get the scout when they land in bubbles disco ship?
in gang plates + hardeners to 1 type of damage and of course use the corresponding smartbomb, em works nicely as it is the highest natural armor resist
highsec gank I like I stabs, warp core stabs, and a nice mix of em and explosive smartbombs
the first post had a pretty good all around disco geddon fit. might be able to do better but I haven't really explored the ship concept in depth.

Shield buffer tends to work better, so you can pack on those warpcore stabs.

I've got to disagree with everyone on this thread, IMHO the best disco ship is the scorpion, ECM burst MWD cap booster + tank in the mids, DCU + WCS in the lows, you bring 3 of these and blobs will wish they hadn't
