I never read anything about this so...
Would it technicaly be possible to make collisions in eve actual collisions and not bounching? Say lik a hulk flies trough an asteroid belt and it actualy hits and asteroid directly cause no or little damage instead of bounching of it 100 meters away like the asteroid is much bigger then it actualy is. same goes for ships and other "collidable" structures. Maby some cool spark effects when you collide with something.
This would actuelay let you pass trough small openings in for example pos structures insted of endlessly wobbling your ship on it.

I'm gonna start with added lag, the time to program this could be better spent on fixes and polishing and lets finish by saying changing the bumping mechanic could cause unforseen bugs!

Yeah, it would, but no, it wouldn't fit into EVE. BTW: Ships bounce because they have emergency repulsion thrusters to avoid collisions.

then ccp could make those truster kick in a little later and not make them so powerfull that they launch you right into another object.

Not supported.
Why? Fleet warps, fleet gate/jump bridge jumping... basically anything that involves fleets.

ccp stated they had put some time into changing the bump mechanics around the time dominion was coming out, not sure if all the changes have been finalized yet but they were working on it at the time.
they wanted to make it so larger slow moving ships wouldent send small ships flying at 1000m/s when they only hit them at 80m/s. the intended effect was for large ships to simply push smaller ships out of the way when they bumped into them .

what i heard, that it actually was like that some many years ago that there was collision on -> jumping to 0 was very dangerous. it was a pain in the a** - lots of players complained about it and it was turned off.

How many years ago was that? Was that after jump to 0 was implemented?
