Are there any passive targeting systems that work when you're cloaked? Doesn't need to work well, I'd just like to have the target locked before I un-cloak.
Since this would give me an advantage, I suspect that the answer is "No".

Nope, there's no way to maintain a target lock while cloaked, and also all other modules shut down while cloaked (some finish their cycle first, like MWDs, but that's about it). _

Yeah ... I always pretty much just assumed that the inability to target someone while cloaked was part of the play balance involved in cloaking. You're just not going to get to do something like - be frakking invisible - without some consequences to even the playing field a little.
If you think about it - they could conceivably have allowed you to fire weapons, etc while you were cloaked - and then provided some other play balance mechanisms. That would have been more in line with the submarine like theme behind such as stealth bombers. There - you could fire while cloaked - but then there would be some corresponding thing similar to sonor that could detect you while you were cloaked whether you had fired or not.
So ... there's any number of different ways cloaking could have been handled ... including not allowing it at all ... this is just the way they did it.
At one time - you couldn't warp while cloaked in a Stealth Bomber - but there was a lot of complaint about that by SB Pilots ... and they decided to let SB's warp while cloaked.
So there's no telling which if any changes could be made ... but ... given that the one really outstanding gripe by cloaking pilots has been sorted ... things are probably set the way they are for now.

The passive targeter lets you lock onto a target, WITHOUT causing your ship to suddenly be in a yellow box on his screen.
The target has no way of knowing you are looking at him until you actually open fire.
Mainly useful for suicide gankers.
In low sec and 0.0, it is generally assumed anyone not friendly wants you dead, so there is mininal, if any, benefit to not letting someone know you already have em locked. In such cases the slot is generally better spent on something else.
Play nice while you butcher each other.

A related question!
Since you cannot cloak if you are being targetted, can you cloak if you are being targetted by someone using a passive targetting system?

A HARD target lock prevents cloaking. A PASSIVE lock with the Passive Targeter does NOT prevent cloaking.
And before someone asks, targeting other people doesn't prevent your own cloaking. (Targets get dropped though) _______________________________
