Experience to 4/5, but that skill is attained through playing. Seriously, it's a very niche ship and you need to understand that.

I've played EVE for three years, including activities in 0.0 space. I have NEVER seen a black ops ship. They are essentially pointless.

Thats because if the pilots half decent they'll either cloaked or sitting at a POS. Ive been playing EVE for 2 years and mostly in high sec and I've seen plenty.

If a black ops is primarily being flown in high-sec, that defeats the purpose of a black ops.

That's funny. I've owned a redeemer for over a year and I've used it for bridging plenty of blockade runners and recons into hostile systems.

No the reason they are not used often is because they have a very limited role. They don't do good damage, to be a ECM support ship to a small to large gang is to large a risk (and you can take a huge ammount of scorps, falcons, rooks etc for some price) You will EMEDIATLY be called primary and you WILL die, there is no FC that would not call a Widow primary the instant in apeared on field.
Now for the practical use of a Black Ops ship: You covert ops bridge a Stealth bomber/recon/t3 gang into a system, perhaps join them in the system to bridge them out again, you then cloack up in a safe spot, and bridge them back out once they are done doing their thing.

Jump Skills EWAR Skills Missile and Shield and Engineering and Electronic skills of course Cyno Theory V (for covert cynos)
I've only played for about 1.5 years, with a third of that in 0.0 space and I saw a LOT of black ops (with me often being on the receiving end of a Brick Squad or Burn Eden hot drop). Lost my Rattlesnake to 3 Redeemers and an Arazu in one case. Had my butt kicked a couple other times as well.
Black Ops ships can be very useful, especially in a gang. If you go solo I'd think you would be very prime gank-bait, though some may shy away if they think you're going to hot drop on them.

As a general rule, if you have to ask what else to train for it then you shouldn't be thinking about flying it.

Only if they have the Covert configuration subsystem. In combat they should really only be used for ganks (unless you like loosing very expensive ships every time you get into a gang fight) and even then you never know when it's a trap.
