Quoting this as a prime example of how not to react when decced: Smack talk is an excellent way to get a free war or five. Make sure your corpies know that.
Paying ransoms can work, but it's a tricky business as others have noted. Do they come across as a reasonable bunch? Look at their KB, see who else they decced, contact them -- did they pay, and what happened after? Use google and eve-search to see if they dishonored past ransoms; haggle for fun and profit. Don't get bitter if they start shooting you anyways.
I'd say go with the pew pew approach first. When hiring, tell people you expect them to pvp when at war, provide them with a skill plan that lets them be somewhat able to fly a BC (make it a week or so max). Aiming for a buffer fit HML drake army is probably a good idea -- they're easy to get into, don't take much skills to fly (lob missiles THE END) and are very efficient (btw if you're like FlightGlobal in ELITE PVP 0.0 LAND you'll stumble across them a lot, and what's good for ELITE PVP must be good for you, right?).
Drakes are also annoying as ****, which is exactly what you want: annoy your enemies to a point where they're going for easier prey. Random other stuff:
- don't let your miners leave station unless you got intel on all surrounding systems and/or they're mining in an anomaly. No AFK mining ever; boot those that do if you have to. Getting a hulk kill is a great motiviation to keep up a dec for another week (been there done that ). - When you go diaspora, remember locator agents are cheap. And so is gathering intel -- as soon as you're on a public KB, you'll be found. Murdering a hulk 20j away in some dead end system is still a good motivation for another week.
- Hiding in a WH can work. Lots of drawbacks with that however.
- AFKing the **** out of them will probably work best if the drakes don't work out. Have to go to work? Leave the client running. Got to sleep? Cloak up at a safespot in a mission hub (that's a particularly nasty one btw)
