How does meta level influence the strength of a weapon?
For example, 200mm Carbide Railgun is meta 1 with 2.4717x damage modifier 200mm Prototype Gauss Gun is meta 4 with 2.4x damage modifier
The Gauss gun has a lower damage modifier but it costs 4.8m more. Does the meta level add some kind of additional damage multiplyer that makes it stronger than the Carbide?

Higher meta level generally means a higher quality item. More damage, lower fitting requirements, lower capacitor usage, higher rate of fire, etc.
There are exceptions though. I posted a list of them. I'll see if I can dig it up.

The primary thing that increases with meta level for railguns is range. Secondary is probably falloff.
Generally, firing rate is the same for a given size of rail and the damage increases somewhat with meta-level increase.
This is something you'll have to look up for each weapon type, by the way, different items "level up" in different aspects.

This is wrong. The discrepancy you are seeing is because you're obviously looking at the 200mm carbide while it is fit to your active ship, and the modifier is being... er... modified... by your skills and ship bonus.

I highly recommend the "compare tool".
show info -> variations -> bottom of window click "compare tool"
Now you can SEE the differences.

I'd also recommend either EveHQ or Eve Fitting Tool (EFT).
Looking at a single attribute in isolation can give misleading results. Also, looking at one item on your ship and another on the market may give false results as your own skills and ship bonuses may be applied to what's on your ship (or maybe you're expecting them to be applied and they're not e.g. drones).

Yes. Just to reinforce some of what's been said - the Meta Levels indicate a higher level of quality over all - but not in necessarily specific areas.
So - you need to do something like use the Compare Tool to see just exactly what each item does.
An Example would be EP-S Gaussian I Miner. This miner has a lower CPU requirement than the others - so - while it might not mine as much as one of them - you may be able to fit more of them on - such as a Destroyer - where the edition of an extra miner would more than make up for the fact that, individually, they couldn't mine as much as another type you couldn't fit as many of.
There are a lot of different pieces of equipment you can use in EVE and each has it's own particular set of attributes, using such as the Compare Tool will let you see what those differences are - and if one piece of equipment might suite your purposes better than another.
