Despite having over 20,000 units as required, the mission won't complete. It shows a green check mark under "Acquire these goods" but not under "Objective".
My husband says that it's because I mined part of it last night before I went to bed. Tell me this isn't so - that I'm not being penalized because they reset the servers every morning.
Or failing that, tell me that missions like this are unusual (where I have to complete them before going to bed or have to repeat everything after the server reset) or that resetting the servers every day is just temporary or that they are working on a fix or something.

Mining missions will mark as "complete" once you mine out all the required ore in that mission area. So if you don't do it all at once, and downtime replenishes the quantity, then you have to do it all again.

The ore from mining missions must all be mined in one session. The objective is completed when the asteroid is popped.
The daily downtimes are at the same time every day, entirely predictable. They aren't going away any time soon, though CCP have made statements in the past to the effect that they are (a) not introducing any new mechanics that rely on downtime and (b) trying to remove the need for downtime at all.
If you do not have a mining barge or exhumer, I would suggest you simply do not take mining missions. My own experience is that running level 3 mining missions with a mining cruiser is an exercise in frustration.
PS: level 4 mining missions often involve tens of thousands of cubic metres of ore. I usually bring friends with barges and an Orca to do level 4 mining missions.

There is also a belt rat in that mission you have to kill iirc.

You need to acquire the 20K units and totally deplete the asteroid.
DT reset the quantity of mineral in the asteroid and so you need to mine the full 20K units.

Every uncompleted mission reset at DT. If you haven't killed the target ship in combat mission they reset, if you haven't destroyed the target structure they reset, if you haven't mined the full asteroid the mission reset.
It is not a penalization. The first time you can't complete a mission because you have got full room aggro you will see the advantage of having a combat mission reset a DT.
The first time a rat kill one of your mining drones and its cargo in a mining mission, so that you lose that bit of mineral you will see the advantage of having the mission reset.
You should simply account for the time needed to do the mission and refuse or delay missions that require more time than you have available.

This^. Look at it this way: you now have some spare mission mineral in case
- one of your mining drones gets popped
- suicide gank/hulkageddon
- client crash with loss of ship
- jetcan gets flipped (although )
