I know next to nothing about assualt frigates yet, but am thinking of trying them out. Only have caldari frigate skill, so my choice is restricted to these 2.
Which is the better ship? And if the Harpy is the better of the 2, is the ~60% higher cost for the Harpy worth it?

I think you've answered your own question. Both ships require the same skills and cost the same to build, but people are willing to pay 60% more for one than the other.

Harpy: More maximum damage at longer ranges plus one more high slot.
Hawk: More tanking capabilities and partially guaranteed damage (missles always hit).
I personally prefer the Harpy.
Current prices 14M Hawk, 24M Harpy. If it comes to ISK, you might prefer the Hawk.

Hawk: More tanking capabilities and partially guaranteed damage (missles always hit).
I personally prefer the Harpy.
Current prices 14M Hawk, 24M Harpy. If it comes to ISK, you might prefer the Hawk.

missiles don't always hit
they hit when the target is : a. in range b. flying not too fast c. if orbitting u missiles can intercept unless the target is flying way to fast d. if the target isn't using defenders

Hawk does not tank better... simply because 5% on small (even t2) booster is next to nothing. ____ When flying by Concord Customs Commander's Dominix I distinctly heard him saying "... world domination..." |

rather have a BC for the price - till they come viable in ISK, don't buy any which will force the price down.

The 5% shield boost bonus does make a difference on the Hawk with a Medium Shield Booster II fitted, and it makes a difference because the Hawk has more base shields than the Harpy, which is important in a ship that you want to shield tank. With Assault Ships IV and a Med Shield Boost II, you're getting 108 shield per 60 cap, and if you can fit a Shield Boost Amp as well, you can pull 135 shields a pop. Thats a helluva lot for a frigate, even without taking into account the awesome shield resistances.
I swear by my Hawk, I'd rather pay less for a ship that is easier to tank than more for a ship that will die more easily.
