Yes. It has to do with Titans being able to fire across a whole system, through a wormhole and hit people at the other end of the adjoining system with triple damage.

I believe the issue describe here is the exploit in question:

Essentially, you use tracking disruptors on your own fleet members, which, when coupled with the specific WH bonuses in a certain type of C6 WH produces a negative tracking value, which makes your guns always hit for max damage regardless of range and tracking.
Disclaimer: Cheating and exploiting is wrong, don't do it, it's against the ToS, and I have not personally verified anything in the post I linked.
