Because a Thrasher kicks the crap out of L2 missions with really low Skill Points. Simple.
The reasons that Thrasher fit is failing are:
* Mixed Arty/AC weaponfit * A smartbomb * A booster and an extender on the shield * An armour tank as well as a shield tank.
Off the top of my head, you can probably fit: 7 x 200mm AC Salvager
Shield booster Cap booster AB
Gyros
You might be able to fit a near full rack of Arty instead of the ACs and kite your way through the missions, with your more mature core skills in Engineering and Electronics. Often you'll one shot the small ships with half a rack, so having two groups can be worthwhile.
Mixing range of guns is a mistake because you never get to put out your max damage. Pick a range and use an AB to stay there. AC have a very small optimal, but a large falloff. Sticking as close to optimal as you can while travelling at max speed will make the most of your 'speed tank', while retaining a good chance of hitting. Arty have a long optimal and a commensurately long falloff. Most of the time you can outrange your enemy, and if they're chasing you, the tracking problems of using Artillery are sidestepped.
Smartbombs are a bad idea in HiSec space. If anyone decides to pop into your misssionspace, and gets tagged by a bomb, you'll get Concordokkened. With 7 x 200mm you'll be one-shotting a lot of targets, so the initial damage you do is irrelevant.
Tanking PvE you don't want a large amount of 'buffer' tank, you want tank that comes back faster than you're taking damage. PvE rats have a low DPS, but you'll be fighting loads of them over a long period of time, so a large 'buffer' tank will be eroded eventually. So having a shield that comes back at half the speed the rats are ablating it plus an armour tank that doesn't regen at all will just delay the time when you have to run away. You have a finite capacity for fittings and dividing that between armour and shields just means that neither do their job adequately and you haven't any spare slots for damage-enhancing modules.
Though a Thrasher has a larger sig than and isn't as speedy as a Rifter, with an afterburner it's still fast enough to significantly mitigate the damage it takes in L2 missions.
I recommend you read up on how to fit a basic ship. The Eve University website has some basic advice, better explained.
