The argument in favor of TSM V relies on the assumption that you will bleed-through to death BEFORE you run out of shield HP.
Given that you will never do so on any EVE ship (bar, perhaps, a frigate that just got one-shot or two-shot anyway), the extra HP provided by the extra regen caused due to the bleed-through increasing the amount of shield HP that you had at the time that you regenerated shields can ONLY help you.
This has been proven in at least 3 empirical tests now, is supported by logic and Real Math (not New Math, which TSM V folks appear to be using - if you'd like to prove me wrong, please post the exact method which you're determining your numbers with, please).
Ergo, with the nearly impossible exception of the edge case wherein you run out of armor/hull BEFORE you run out of shields (remember, this is exceedingly unlikely, so much so that it is considered effectively impossible to replicate in any meaningful speed in game), it is ALWAYS better to have TSM IV rather than TSM V.
Note that the edge case above does become more likely for folks who have TSM 0 - however, you need TSM IV to get T2 Shield Hardeners, and it is reasonable to assume the EHP provided by T2 shield hardeners outweighs the extra HP provided by not having TSM.

1,000 armor HP at 50% resists? THAT'S 2,000 EHP. 500 armor at 75% resists? Take a wild guess what that is. 2,000 FLIPPIN' EHP.
EHP MATTERS. RESISTS DON'T.

Hop into a Drake and do C3 anomolies. It really doesn't take that long to reproduce bleeding to death in my experience.
The Drake works best as it has so much shield, so it is possible to survive when the shield drops to below 5%. Typically I would only see bleed when my shield dropped below 5% and didn't immediately start to climb again after a missile hit. If my shield took a few seconds below 5% to recover, bleed would soon occur, and I'd eventually have to return to the POS to rep armor.
I do w-space sites in a Tengu now, which has far less shield, so I get nervous when the shield drops below 15% (Sleepless safeguards hurt), so bleed with TSM 4 isn't a problem with this ship.
Of course I stand by the TSM 4 recommendation I made back in post #39: only train TSM 5 if you need it.

Because those mods totally don't increase your EHP

Resists ARE EHP. They are what puts the "E" in "EHP". Better resist = more "E".
Otherwise its just HP, no?

I guess you deserve some clarification, people are saying that shield resists are higher than armor resists, therefore TSM is good because your shields take less damage than your armor.
I was saying this is absolute nonsense, as you take the same damage to your EHP regardless of resists.

I've been away for 3 years. The TSM debate was going on back then as well, so don't count on it to stop any time soon.
