As others have already said, there really isn't a need for any more industrial class ships. There are already enough to suit everyone's budget and hauling needs. As well as keeping roughly to each races ships strengths and weaknesses (shields, armour, etc), there's one for just about any amount of training you're willing to invest. If you want the best of the cheapest indies, the Bestower, yellow though it may be, can haul more, and has better speed and armour than most of the other haulers up to and including the Badger II. The Mammoth is the next best, with the same number of low slots as the Bestower, but better stats and a greater cargo hold and at a mere 4 days training time is one of the best trade offs between training time and value for that time.
The I5 is the best of the haulers because of it's vast hold and 5 low slots, but it's also the most expensive and requires the greatest training time by far, with lvl 5 in a Rank 4 skill. Even with my Per/Will both @ 24, that's almost 17 days to fly the one ship. I don't think it's worth it, but many do, and they're rewarded with being able to fly the best of haulers.
If all races had the same ships wouldn't the game get a little boring? Saying all races should have a 5 low slot indy, is along the same lines as every race should have a 6 launcher point BS, and a 2000m^3 drone bay cruiser. The game's beauty is the diverse combinations of ships, attributes, modules and skills each player has, coupled with a skill system that lets anyone train anything they like, even if it is the instruction manual to pilot a ship designed by their races natural enemies There are many role players and my hats off to them for sticking with their races ships while another might be better suited to a purpose, but as an advantage, their specialising will make them much more effective with ships they do fly 
And on another note, haulers are there to haul. Apart from the BattleBestower and BattleBadger (anyone have those vids BTW? ), if they are in combat, then something is wrong. It's like trying to tank an Inty or propel an Assault Frig. People might try to, but ultimately it will end in tears. If you want the biggest cargo hold, train for the I5. I'll even buy you the skills if you don't have them if it means ending this thread.
