Since Exodus, a friend of mine got podded in 0.3 space yesterday due to an agent sending him 12+ jumps to get there for an "important" mission. He turned down an "important" mission in 0.0 that he got while doing level 1 missions. 
There needs to be a major overhaul of how security status and podding works.- If your Security status is below zero, it's a lot more difficult to do missions.
- Security Status at or below -5 you can't do missions (except for "Pirate Corps" like the Angel Cartel).
- If your security status is at or below -5.0 Concord will attack on sight - including attacking your pod.
- Factional forces (i.e Amarr warships, customs ships, and sentry guns) will attack on sight (including your pod) IF your secuirty status is below -5.0 AND your security status + factional standing is below -5.0 (example: your standing with Amarr is 1.5 so your security status must be at or below -6.5 for them to attack on sight). IF you return fire on a factional ship or gun, more ships will appear.
- If you pod someone in 0.1+ (EVEN IF AT WAR), whichever faction claims that system will appear and attack you until they succeed in podding you. Jump Gates won't work for you and stations won't let you dock. Not only do you lose security status, you also lose standing with the faction that claims that system AND the faction for which that person belongs (example: you attack a Ni-Kunni character in a Gallente system, you lose standing with the Amarr Empire and the Gallente Federation - how much lose with the Gallente Federation depends on Gallente-Amarr relations - if you attack a Ni-Kunni IN Amarr space, you lose a lot of standing with the Amarr Empire due to killing one of their citizens IN their space).
- Limit station docking and jump gates (prefer to prevent that person from activating the jump gate, however, having the jump gate send that person back may be an option) based on the character's security level. Divide your security status by 10, then add 1. This represents the highest security system you can go to. Thus if your security status is below 0 (even if it's -0.0000001), you can't go activate a jump gate going into a 1.0 system and if you're in a 1.0 system, you can't dock. If your security status is below -1, you can't go into 0.9+ or dock in a 0.9+ system if you're there. Etc. If your character becomes stuck in a system where you can't use a jump gate (since they all jump into a system that's too high for you to enter) or dock at a station, you have a simple choice:
- Stay in that system until you've killed enough NPC rats to raise your security level.
- File a "Stuck" Petition and get teleported into a random 0.0 system.
- Wait for someone with a ship big enough for you to dock in (not implented yet) to take you to a system where you can use the gates. NOTE - if this ship is destroyed while you're docked in it, your pod may not have time to escape so you wake up at your clone.
- Delete your character.
