ok in a Few hours my Toon will be Ready for a Vaga and my Question is. Is Barrage Or Republic Fleet EMP the Best Ammo to Use?
Some EFT warrioring Gives me a Fall off of 26km With the EMP and 36km With Barrage, EMP as around 100 more DPS, but i know this is only theoretical DPS.
Or Should i just Carry Both.

Carry both.
Barrage for range and kiting, Republic Fleet EMP for tracking and DPS.

You need to carry a range of ammo. The days of EMP only are long gone. Having the correct damage type makes a huge difference. A very important player PvP skill is to be able to decide the right damage type for each enemy. The guidelines for this are well covered elsewhere.
For a vaga, carry at least Barrage, FR EMP and FR Fusion (and probably FR Phased Plasma too).
Load Barrage as your default ammo. In most tight fights this is the ammo to go for. If it is a gank, or if for some reason you know you can get in close, load the short range ammo appropriate for the enemy.

This is good advice, as a vaga pilot myself I generally carry 6000 barrage and 2000 of the republic fleet high damage ammo.
Barrage is good it will give you the most range, which with a proper fit will be about 40km, however always remember that our range is limited by your point which is 24km, and at 40km you will take heavy fall off damage reduction.
With RF EMP, Fusion and PP you should have around 25km but again remember the reductions that fall off brings.
I would recommend you carry phased plasma to deal with those pesky t2 Amarr Hulls shooting barrage or fusion at a vengeance gets tedious
