I understand your concern but your reasoning just is not valid. You will get your learning skills SP reimbursed and the advantage you have from learning those skills sooner will remain intact.
Black-and-white example: - Those without learning skills have 4 million SP after 6 months and train at 800 SP/hour. - Those with maxed learning skills have 10 million SP after 6 months, of which 4.5 million SP in learning skills and train at 2,400 SP/hour.
* After removing learning skills and reimbursing: - Those without learning skills have 4 million SP after 6 months and train at 2,400 SP/hour. - Those with maxed learning skills have 5.5 million SP after 6 months, can freely redistribute 4.5 million SP in useful skills for a total of 10 million SP and still train at 2,400 SP/hour.
I don't see how this possibly puts people who invested early in learning skills at a disadvantage. It may seem that the non-trainers get a speed boost and you just keep your 10 mil SP and 2,400 SP/hour - but you now got 4.5 million extra skills in useful skills instead of learning skills!!!
Where before your actual (meaning skills in ship and support skills) advantage was just: (10 - 4.5 =)5.5 vs 4 million, it's now: 10 vs 4 million!

Removing learning skills gives older players a vast advantage. It, in fact increases the gap between new and older players. That's not a problem though.
Can you guys really not see how frustrating it is to hear after playing the game for a week that you have to train learning skills for a month or so while seeing no improvements to your character for that whole month?
Don't say it's optional, it is only optional in the same sense that you technically have the option to leave your skill queue empty for a day between skills.
