The OP has a weird combo of a PVE&PVP fit for some reason, and it really works for neither right now. the MWD is of the wrong size (hence being cap stable) and for a PVP fit it lacks tackle. If the ship is used for PVE then this whole EHP discussion is moot as you don't need EHP for missions, you need regen and you will want to use heavies, not HAM.
The crystal implants, as stated earlier, have no use for a passive setup.
Here's 2 setups, one PVE and one PVP. They are T2 fits but you can translate them to named where necessary.
Yes, this fit uses T1 resists, stop laughing in the back. It has MORE than enough tank but the T1's allow for a 3rd BCS. If you get fitting issues (and you will) you can change some stuff but the concept is sound, stick to it.

EM-Screen rig. Use the rig, not an active photon module.
Alternatively on the PVP fit you can swap out the PDU for a nano. Drakes are over tanked as it is. For small gangs, drakes can sometimes slow a fleet down. Making them a bit faster won't hurt too much. Number one problem I find when flying my drakes is that everyone else is faster than me and I can't catch them. I've had more luck with kills having nanos on my drakes. Especially with HAM drakes.
This is situational though and not always the case.
Rule of thumb I use: Large fleet = more tank/buffer.
Small gang = more speed/dps.
