This is a new menu choice (with keyboard shortcut).
When you select it your ship will prepare for warp. What this does is essentially lowering the time for you to go into warp (but not lower than what would be possible today). Let me explain:
The seconds it can take to pick a warp object and select the right menu item is very precious. But you can't begin your warp until you have a destination. With this option however the "alignment" process has already started before you begin to select a warp target, lowering the time it takes your ship to begin warp once you've selected your destination.
Example: We have a battlecruiser with 8 second align time. We're in a tight spot and need to get out, so we activate the pre-warp. However we didn't align to an object so we need to find a good target and look around for one. It takes a good 5 seconds to find it and select warp. 3 seconds later the ship actually warps. This is instead of 8 seconds later as it works today.
So instead of the entire escape procedure taking 13 seconds it now only takes 8.
To prevent exploiting the pre-warp procedure will take the amount of energy needed for a warp to the furthest object in the system (if you don't warp you have wasted it). It also only gives you 10 seconds to pick a target. If you haven't picked a warp target by then the pre-warp and the energy it used is wasted.
Pre-warping ships will have some graphic indicating they are charging up the engines (sparks shooting out around the engine or the nozzles glowing or something), and when they finally take off they will take off with a higher start acceleration than normal (more like it looks in CCPs promotion vids).

Note that in a PvP scenario you would easily see if a ship is pre-charging for a warp due to the graphics, it's a dead give-away. A perfect time to put a point on them if you haven't already.

A serious PvPer can have his effects turned on because his computer can handle the small engagements he's in. Because surely you don't mean 0.0 blobbing is serious PvP?
Besides this isn't only for PvP, those times when you are doing a mission and you're about to get owned by a spawn you've never seen before it could be nice to get out quickly. I don't feel you should be punished because just CCP has a UI that requires 20 clicks to gtfo.

2 as a matter of fact, or 2 and a bit of scrolling if you use the drop menu.

The problem with pre-charging the warp drive, would be the energy storage.
The Capacitor is designed to store vast amounts of energy.
The engines aren't meant to hold potential energy, they're meant to redirect that energy into propulsion.
So trying to charge them up, especially for "a warp to the furthest object in the system" would risk seriously overloading them. Try flying something like a Retriever across some systems, where you have to warp 2-3 times to get from Gate to Gate. That would mean dumping the entire Capacitor into the engines, and letting them stew.
I think we see this happen now and then, only we call it Self Destruct.
If you're trying to warp quicker, align first.
If you really want to warp quicker, align and coast at 75% speed towards that destination.
If you don't want to coast, pulse your AB/MWD for one cycle when you initiate warp.
There's plenty of tricks already out there, besides adding more and more clicky menus.
