Hi Folks,
in 0.0 space we found out that cloaking could be really annoying! There were several days where a member who was forced to leave the alliance came back (even some months) later to cause trouble... The char came in while nobody cared (you cannot be gate camping all day...), got to some save spot, cloaked himself and... stayed. And stayed... and stayed... We're quite sure he got afk. He repeated this several days and annoyed us all. Being the whole day in the system and not showing to anyone...
After a short period of time the miners got out to the belts again and did their daily work - but - with escort. Nothing really big could come unseen in the system - of course we have a running cyno jammer - but it was really annoying to have some people bound to guard those miners (who sit in ships thin as paper - you all know).
So here comes an idea: I would be great if there was a possibility to force people to uncloak after some time! What about a kind of fuel for operating a cloaking device? This would mean they cannot hide forever and be scanned and hunted... A cloaking device should protect you from immediate enemy contact - get you save through a gate camp - but is not intended to siege a system?!
When you have enough fuel in a covert ops ship to operate the cloaking device an hour or two this would be enough to cross half of 0.0 space unseen...
Maybe you find another idea to strenghten the people who have sovereignity in a system to defend it against such players - maybe a POS module to scan cloaked people - an ihub to restrict cloaking to 30 minutes - or whatever - but it would be really great if you do something against this afk sieging I mean the cloaky vessel is not automatically destroyed when uncloaked?! The guy can switch save spots, try a rolling save spot or whatever... But he cannot be afk without risking to be found and doomed!
Comments and ideas are welcome...

Quah Yace; If you'd bothered to check you'd notice that about a thousand people have already suggested this or something similar, based on the same notion that 0.0 is supposed to be as safe as empire space. While most people would argue that nobody would be the wiser if local chat was removed, this would force all alliances/corps and random people to actually work together to secure mining ops etc in hostile space.
What you are suggesting would cripple a set of ships that already have weak stats, cloakers can do you very little harm BY THEMSELVES. Although they can of course be used to cyno in larger fleets, this is usually a mute subject because of how and where you would consider it being safe enough to mine all day (ie. deep inside 0.0 space).
Remove local, wait until the first wave of anger, confusion and paranoia has settled in 0.0 and go back out there and do whatever you want to. As it is now, 0.0 is FAR TOO SAFE imho.

Instead...tell us about this player. Tell me did he quit and is now solo? Cause if so...man you got issues. Here's why. If not in a corp, he is solo. The only real danger to cloakies is cyno's (regular or covert). Unless a fail fit or you let your tank reach close to failure ratting (bad idea with an AFK in system), 1 bomb and 3 torps should not insta pop you. Bombers work in groups. 1 bomber is not an instant I win killing machine unless you are doing something wrong (hint: mwd is bad when bombs in overview).
And what ships does your former corpie fly that you live in fear of? Was he an uber recon god?
Did you as alwasy mentioned in all these threads...pretend this was an mmo and fleet up? Great for security. Also done right great for money. 2 people wipe belts faster teamed up. True you don't get the triple 1.8 spanw all to yourself. But it dies much faster...ergo it respawns faster. Same with the rest of the belts spawns. 2-3 hours of teamwork farms belts nice.

I propose fuel required to post yet another cloaking thread. 10x the usage for posting the EXACT same change that has already been posted a million times.
I am a cloaky pilot and I support a cloak nerf if it is combined with coding to disconnect miners after an equivalent amount of afk time, requires industrial characters to man industrial stations and perform tasks to produce items, and makes market orders despawn if you don't interact with the market for a specified length of time. I'm sorry but Cloaking Devices already use fuel so your idea is no longer valid, maybe you should fit a cloak and try it yourself.

If Cloaks ever burn fuel, they'd better allow me to run active modules at the same time.
Cloaks are not the problem. Cloaks are the counter to Probes.
The problems are: 1) Local 2) AFK players
1) The reason you're afraid of the face in Local, is because you know he's there. If this were a real situation, spies would not register themselves with the local phone directory or provide a forwarding address.
It's been suggested, requested, etc... that Local work more like WHs. You have no idea who's there, unless they've spoken. And a chatty spy is stupid.
2) Nothing in EVE requires a character's presence, but not a player's interaction. Although it could be argued, that having a Command Ship providing boosts... they can't do that while cloaked anyway.
So if a player is watching your gathering fleet, and relaying info back to their group, they are not "Away From Keyboard".
However, if they are parked in a deep safe, and gone to their day job for hours...
Simply adding some sort of AFK timer, which will eventually log them out of the game, will easily take care of that spooky Boogeyman.

Sorry guys for not having read the forum properly before... This topic is even listed in the frequently asked questions... mea culpa.
Nevertheless so many people posting this issue makes me think there really IS an issue, isn't it?
I don't mind people gathering intel, but I mind a situation with no real way to deal with it. As far as I understood a bomber - even a single one - would easily beat a regular tanked hulk, so indeed the bomber is a threat to miners...
Concluding that I would still apreciate a way to "find" the cloaky... Maybe not even fuel but some probes to find a cloaky might be useful. I can understand that cloaking devices are counter for regular types of probes who enable a skilled player to hunt down someone else within a minute or so. But in the current situation there is no way to find a cloaky anyway? Getting tighter than 2,5 km is no possibility to find the cloaky without having any idea where to search. So a kind of special scan probe to find the cloaky let's say within an hour seems to be a good option for me. In my opinion a player really watching his enemies and gathering intel could easily move once within an hour to prevent from being found... Just a small hint: Orbiting a station or something else fixed in space with 100 km is then still a point that must be thought off when finding a solution for this...
By the way I don't think 0.0 space is too safe right now. Just by using cynos you can get huge fleets anywhere anytime without the enemies to be able to properly prepare... There are cyno jammers active? Where's the problem, use large battleship fleets... The only one who's safe is a cloaked vessel that already managed to jump into the system (through one of the most times unguided gates)...

Not really, it's an issue to players that think they should be able to PvE in nullsec safely and players that think numbers should trump everything... and yes when you ask for a way to detect cloaked ships this is essentially what your saying.
Outside of that clique most think cloaks are perfectly fine and that the real issue IS Local Chat Intel.
Here's a thought for you Quah Yace, you could fit a cloak on your hulk. Activate it and no one could find you either.
