Seems to be a new thread on the topic every fortnight. Don't recall ever seeing that it was an exploit, and it's probably safe to assume it's not. If CCP wanted to fix it, there are many ways they could structure the mechanic so that it works proper. Seems like they like this awful, never-used-for-a-legitimate-transfer-between-players mechanic.
