I recently acquired the skills necessary to fly an AF which timed perfectly with a wardec.
My question is will the following fit do to harash the mercs who will be harashing my corp within the next 24 hours?
[Vengeance, PvE - PvP]

where could there be improvements? I based this fit on the various threads here and there but it sadly seems the amarr small boats are unfavoured by many

This for solo or gang?
Either way I'd say you'd go pop pretty quick. Get a cheap cruiser and use it's weapon bonuses.

i like to fly an arbitrador in a gang with neuts/nos and tracking disrupters for pvp

Going by your fit you're trying to do 3 things at same time, Tackle/Tank/Gank, in a ship not really built for it.
Solo? get a different ship.
Gang and you're tackler, get a pimp tank with maybe a plate. Dump the cannons for nos/neut and maybe ecm burst and hug target.
Gang and not tackling, again probably get a different ship or use gank veng/retribution.

The main idea was to tackle and maybe gank the people hareshing our missionrunners, but I think now it would be better to tackle and them hold them until help would arrive. The guns were mainly to deal with drones.

This leaves me defenseless against drones but should make their lives more difficult and mine alittle longer. Now you probably start saying "Just get a ceptor then" :/

In the future though. Dual rep, mwd, cap booster, and rockets. EDIT: for example, this fit got me thru a number of gate camps and helped hold tackle on a russian titan (yup that's right) that hot dropped our frig gang for a good 30 minutes until I finally got shotted.

Decide what you want to do really.
I know when you haven't any experience of pvp then trying to cover all the options seems smart. It isn't and you just die - especially in frigates.
Gank, tank/tackle, kite are your simple options.
However you need to remember the main difference between PvP and PvE fits : buffer. Your SAR wouldn't have any time at all to save you there as you have no armour buffer. You need some armour plate on that.
Armour or shield buffer - you need one of the two or you won't stay alive long enough to put out the dps required to kill the target.
I know it appears that buffer will kill dps but look at it this way - whats better, 200dps for 10 seconds or 150dps for 20 seconds. Crude example I know.

Did you look at the related kills? Killin' drones and tacklers etc keeping the dictors alive is what's called helping keep russian titan tackled. What I *did not say* was, "held tackle on russian titan".

17k buffer on a frigate? yes please! I do have a 22k buffer fit but its rather more expensive and I have yet to eplore this fit more.
