This statement made me scratch my head a bit, as you were going to get the system from Providence whether Damu'Khonde chose to hand it over or not. If they didn't we were going to take it anyway, like the rest of their space.
Having said that, let it be known that as a spaceholding entity, Chribba is now a member of the Providence NIP, and all the protections that affords him. Any foreign entity attempting to take 9UY from Chribba will have a war with the rest of Providence as well. As an NBSI alliance and holder of 9UY's main pipelines of access, we encourage anyone with the desire to do business at 9uy to do so and enjoy the unique nature of the system in EVE. Simply be aware that 9uy sits at the doorstep of several VERY active PVP NBSI alliances. Act accordingly.
We wish Chribba every success in his time in Providence, and look forward to taking advantage of his market as well. CVA did a fine job planting all these wonderful stations in Providence for us to use, it's too bad they'll never see the inside of most of them ever again.

Yes, factually correct statements can be so confusing. 
Why don't you go have a lie down, clear your head a bit?
The only thing confusing in this scenario was U'K/D'K leadership attempting to sell 9UY to Chribba even as ProviBlock SBU'd the system and were ripping it right out of your hands. (And had already contacted Chribba to let him know we were giving it to him if he wanted it). Opportunistic and self-centered to the last. At least you folk are consistent.
