Just to clarify a few more things.
1st, Yes BDEAL and others will continue to kill anyone in and/or around 9uy.. Risk=Reward situation. However, We have agreed not to kill on the station. We will not bubble the station, and camp it.
2nd, Part of the benefit for chribba holding the station is that several if not all of the provi alliances have given him mutual blues. He, as well as his army of alts have free passage to and from the station to supply the market. And do whatever it is chribba wants to do.
I think there is a large army of noobs out there who think that it's impossible to get anything done in a NBSI world. It's rather easy. They make these ships called jump freighters, There are also blockade runners. The ability to use scout's. Many Many options for getting to the port.
There is a great demand in providence for pew pew related supplies. From all alliances. The real question is who has the balls to capitalize on it.

How does agreeing to a Non-Invasion Pact, make him not neutral exactly? It's really a simple arrangement. He gets a 0.0 outpost to do whatever he wants with it. The several large NBSI alliances get a mutually respected entity to hold the station at our doorsteps as well as hopefully a decent trade hub. If his system comes under attack we agree to help him out, in exchange he agrees not to take his army of mining capitals and take our sov. :P
The fact of the matter is while we are all NBSI, we are all friends and would much rather see someone like chribba own the station than fight over it between ourselves.
As far as the bubbles on the station. If anyone was to bubble the station. I would not expect it to last very long. As someone already said 9uy boarders several very active pvp alliances. All of whome have mutually agreed that fighting on the station was not in our best interests. If anyone bubbles the station. I would expect within a matter of moments someone will be there to tear the camp apart.
9uy is actually a rather quiet system most of the time anyway to be honest. |

As I understand it, he became a member of an agreement not to shoot anyone, and has not promised any other sort of support. Since he was not planning to shoot anyone anyway (except possibly in self-defense), from his point of view this changes nothing; he is doing the exact same thing as before.
Those better-versed in Provi politics correct me if I misunderstood.

That is exactly the extent of the agreement. So all the jabbering about how its not neutral, and his reputation is ruined. Is just ******ed and mis-informed.
