Create a module which will allow a ship to access the hold of another ship (and thus rob it).
Said module can only be used when the target ship shields are completely depleted and the source ship is within 1km range. Combine this with an added ability to 'lower shields' and we may have a solution.
[Scenerio] Priates target trader and hails 'We want your cargo, lower your shields or we'll take by force'. Trader has the option to either comply or take his chances. If they don't comply then the priates only have to hit the ship to reduce the shields and get along side to then operate the new module and take whatever they can. Reduces the need to completely destroying ships that don't co-operate and increases the amount of money to be made by being a pirate.

well if I put my hm pirate fellings abit I would say a module who do what you explain would ad some spice too the piracy RP side of them game.
an in the same time would even be possible in other senarios like mining sessions.

Can you access (actually take from) another ships cargo hold with a Cargo Scanner? Or is the word 'scanner' just misleading?
I'm a miner myself but I'm trying to use an open mind and give suggestions that can help in other walks of life in Eve.

lets say a mining session and haulers come into the belt instead of this Jettisson cargo let the miner be able to dump the ores directly into the haulers cargo.

but a Module what you describe would be able to have more use then only a pirate module

I can see what you are saying about the group mining though. The ship mining would have to drop shields to allow transfer and if they raised them again then the 'connection' between the two would be lost.
This would still provide an element of risk as to be effective the connection really has to be permently open and thus the miner's shields down all the time. This risk element would give balance as you have the benefits of essencially minging without a can but you're risking pirates and rats at the same time.

well that kind of cargo hijacking was done by npc's that just shouted you needed to jettison your cargo or be shot
and you'de get a message with a yes or a no option to do it if you clicked no they would spawn and start shooting

You'd have to be ******* retarded to haul cargo through an asteroid belt, so this pretty much limits the usefulness of this module to gates. Where there are sentries, making it impossible to spend all that time getting close and bringing ships down.

Oh, and I would use this module to steal cargo in 0.0, then I would kill the ship and ransom the pod. I would also lift all the ammo I could from armor tanking ships. I could *slaughter* megathrons with this on by stealing all their cap charges, and they couldnt do a ******* thing about it.
