The diplomats are probably arguing about it.
The NAP was agreed to to let you move your stuff out, as annoyed as many XETIC pilots were at watching your ships fly by XETIC blockades unharmed, don't expect it to be a free card to do what you want in EVE.
We have friends and if a NEUTRAL attacks a FRIEND, guess who wins our sympathy?
EDIT: According to XETIC diplomats, VOTF, SUPRM were moved to NEUTRAL stance, not NAP. NEUTRAL is why you were able to go past our blockades, since XETIC doesn't attack NEUTRALS.
XETIC however has no qualms to fight back when NEUTRALS attack as happened in JQA space where SURPM/VOTF fired the first shots.

As for the times ahead being more peaceful because of CA splintering as lots of people claim, I say the times ahead are less peaceful than before because of the splintering.

XETIC blockades allowed SUPRM/Omega/whatever ships to go through blockades in Providence and Catch to Empire. Because it was agreed to.
XETIC has a friend in JQA.
When a friend is in need, XETIC responds and comes to JQA space, where it is attacked by Supremettes (or EBIL forces or something, now you know why the other conglomerate chose BOB for a easy way to refer to).
The only trolling is from SUPRM who are very annoyed at XETIC sending a small force to the aid of friends.

They were set to Neutral for a day and WERE NOT SHOT EVEN IF WE COULD. Which pretty much sounds like a NAP was held even if it was not a proper NAP like we have with SE.
However we went to aid JQA and NOW WE are in breach of A NAP? The secrecy fog obviously is thick within your group.
BTW, Non Aggression Pact is clearly broken once you SHOW aggression like you guys have been doing in Syndicate.
Duh.
I really should stop reading this, the ex-CA forum warrior brigades are obviously as efficient at spreading rubbish as before. So much rubbish in so few bytes.
