Seriously, there are no professions or careers in this game, what you are is what you do at any given time and the same goes for piracy. I can't see why we should allow piracy in empire space at all when there are plenty of possibilities open to pirate players elsewhere. Besides, we'll have to accept there's a majority of players who are not ready for a EVE where you're not safe even in empire.
We've already got the empire kessie kamikazi's causing trouble using alts, which is, imo, an exploit of the fact that one account can hold multiple characters where one is your "righteous main char" and the other 2 are your disposable empire ganking pilots. ./me takes on his flame resistant coat.
Some people are simply to lazy or narrow minded to come up with their own tactics of carrying out their dirty business.
If you can't act pirate in +0.5, then go look in 0.4-. I know loads of people who's been successful in catching people hunting NPC and mining etc in belts and at spawns.
At some point the game can't adapt to you anymore but you'll have to adapt to the game.

Secondly, As far as i can see only piracy has to had to adapt in such a large way in such a short period of time... Mining has had all of npc changes and oh a skill change. PVP has only really had to suffer the problem of ship bonuses changing new ships coming into the game etc etc. Piracy in empire (which is allowed if not ccp just turn it into 1.0 all the way thro nuff said).
What really annoys me is carebear whiners always seem to have their way... sentry gun changes etc etc. Criminal flagging. Getting shot where ever. Its all fair enough, but jesus guys stop pushing it further your just going to make the game boring for ya selves aswell.

That bit there, i had my alt with more sp than my main when i yulai bombed... was that an exploit? i dont think it was the rules are simple... stfu.
As for your closing comment. The game has very rarley adapted to piracy, pirates have always adapted to the game. Its time to find a way of effectivly pirating without annoying anybody. Insurance is the way forward. Making it so when you go into 0.4's your insurance drops by 20% and in 0.0 it drops by 40% making people want to pay tolls and ransoms, bringing back piracy into the game. If they dont want to pay they die... simple. But at the moment people are not eager enough to pay ransoms to cause me or many other "pirate" corps from just blowing them up and forgetting the toll.
