No one here is talking about shortages. The OP's plan of buying the ore is just fine. When given a choice do miners rather sell you the ore than the minerals.

Once a moron always a moron. No. The market is regulated by demand and supply. The exceptions are in the case of monopoly or to a lesser extent monopolistic competition. In this context we are not facing a monopoly so that doesn't apply, and that minerals and ores are the same no matter who you buy them from, we aren't in a monopolistic competition regime either.
Yes, if he is in an area where demand is high prices maybe be high, but if supply is also high prices might be quite reasonable or even on the low side.
