This wouldn't work.
1) It would mean the major powers would hoard as much space as they possibly could to maximise the chances of valuable moons spawning in the systems they control. You'd see small alliances removed from the sov map completely in favour of single alliances dominating whole regions.
2) The proposal acts as a disincentive to big-power conflict. If my neighbour owns a dozen tech moons, I might want to invade and take them away. If the moons are temporary, what's the point when the minerals may have despawned by the time the conflict is concluded, or at best I only get a few weeks of benefit before they vanish? Dominion partly created this problem by relegating truesec to irrelevance, with infrastructure making all conquerable space equally worthwhile for ratting and mining once the indexes were built up. Now the only resource worth fighting over is moon minerals, and you want to remove this too.
3) Moonscan surveys are unbearably tedious, and forcing all null and lowsec alliances to regularly survey their space (and that of their rivals) would be an an exercise in sadism that only the large powers would have the stamina to organise. Plus, probably 99% of moons in EVE are untowered and most of those that are are not used for mining. Your scenario of the lucky black rise newbie and his secret tech moon is cute, but what will more likely happen is that the new technetium deposit will spawn to an empty moon and remain undiscovered until a major power surveys the system and towers it for themselves.

(The NC is mostly about mutual defence, and also have rules about who can rat where)
BullSh!t on so many levels, it wouldnt be worth it for "Large power grabbing Coalitions" to hold space since the Moons are the real power/ISK makers.
You grab Sov mainly for Moons and Defense of Moons, hell look at D2 Area now, you only need tiny pockets of upgraded space to rat, most ISK comes from Moons.
Also since the Moons would be random and that means Losec etc how could they own that exactly?
Sounds like you`d be pretty tired not being able to check Dotlan and sit on the same Moon for years...You know nothing about how Eve Moons work, or your just shooting Ideas down and or know alot about how the current "grab and sit" on Moon tactics work and have a major stake in keeping the Tec, in which case Im with you.
