Then do just that. Enhance the experience for new players. That has nothing to do with SP gain though. A new player not suited for EvE will be unhappy no matter how much SP he has thrown at. Implement proper tutorials that explain and provide new players with the possibility to experience the different aspects of EvE. Have them understand that if you specialize you can fly, barter, scam, pirate, etc. with the veterans in less then 3-6 months.
Want to be a missioneer in highsec, lowsec or whatever? With the addition of T3 it's easier then ever to get into missioning.
Want to pirate? There are enough roles in gangs, some suited especially for lower SP characters.
Want to barter? Get some of those tradeskills up and start getting to know the markets.
Want to do ALL of that stuff and more? Well now you actually have to train multiple things and THAT might take a while.
What we need are proper tutorials that provide new players with an actual idea of what there is in EvE and how to get there. If you can't stomache the way training and skilling works in EvE, the game is NOT for you. Simple as that.

you are saying that providing any means to actively push you're character forward would make people who barely have to play unhappy because they aren't earning at the same rate as those with time to play, correct? wouldn't those be the same people who can't afford +5's? I'm not seeing how that is any different. people with time earn more isk and can afford such things, while those who don't can't.

Assume much? I'm sure some of the industrial or big time traders would like to have a word with you. If you make your cash via Missioning then yes, your assumption is true. Last I checked there were a ton of faster and/or more profitable ways to make ISK.
