First of all, "catching up" is a non-existent concept in EVE. The game simply doesn't work that way.
Second of all, they tried your approach in the beginning, but ditched it because it promoted the wrong kind of game behaviour. Any solution to this "problem" will do the same.
There are plenty of incentives to play beyond ISK ù it's just that it's up to you to discover them and figure out which ones work for you. If you can't think of a single one, then you might want to consider the odd chance that the game simply isn't for you.
The feeling you describe will not go away if there is no useful difference; if there is a useful difference, it will be a bad thing. If I were to hazard a guess, I'd say that the cause for the feeling is based on a flawed perception of how the game works and what it is about. I'm not entirely sure that teaching the new players the wrong lesson and lying to them about how the game works is a good way of providing incentives.
It seems to be far better to try to explain to them that their perception is quite incorrect and that they're worrying about a non-issue. If, after that, they keep fretting about it and can't find a good incentive for themselves, then again: this just might not be the right game for them. So why trick them?

They don't have to now either. They can, if they choose to, but no-one is forcing them. Speeding up training is a feature that benefits everyone as well.
